Executive Director

I joined SCPHA in December 2006 thru 2010 and re-joined back in 2011, bringing more than 32 years of financial and management experience to the organization. I’m particularly experienced in the areas of program planning, program auditing, scheduling and implementation of activities, budget preparation, and compliance with federal requirements and regulations.

Prior to working in Indian housing, I spent 28 years as a Business Manager and Controller for architectural and engineering firms in Albuquerque.

Currently, I have the leadership and fiduciary responsibilities for the design, finance and management of a multi-million dollar Indian Housing and Real Estate program in Santa Clara Pueblo.  I have accomplished housing improvements and constructed new housing projects valued in several millions of dollars and have helped families to find affordable homes. I have also developed new business incubators in the Pueblo to create self-sufficiency for the Housing program.

I lead through example. My core values and ethical standards are honesty, integrity, openness and commitment to the program, which are reflected in my daily actions. I believe in inclusive management with clear guidelines that define expectations. 


TriciaTricia Velarde
Supervisor of Operations

Tricia is a Tribal member and has experience in the Accounting fields for over 16 years and has contributed significantly in the areas of Diabetes, Education, Senior’s Fitness and CHR programs for other Tribal entities. Currently, Tricia is the Supervisor of Operations and her responsibilities are monitoring performance and results of the Accounting and Housing compliance.  She is also responsible for tenants’ contract compliance in the MHOA, NAHASDA and Townhomes.



MaryHelenMaryHelen Juanico
Project Coordinator

MaryHelen is a Tribal member from the Pueblo of Acoma. Her experience is in the area of direct customer services in the retail area. She is responsible for coordinating the Community activities and she is the Liaison with other Tribal programs.





cgutierrezCarolyn Gutierrez

Housing & Administrative Assistant

Carolyn is a Tribal member and has over 4 years of management and administrative experience working as an Operations Manager for different fuel stations. While in the manager position she oversaw the operation sites, provided customer service to all colleges and clientele, and complied with all regulations set by the tribal, state, and federal government. Carolyn also has experience with accounts receivable, providing her with knowledge for account managing. Carolyn’s responsibilities at SCPHA include providing exceptional customer service to all residents and visitors, creating new accounts for all Mutual Help, Lease Purchase and Townhomes, maintaining existing accounts, residence and contractual compliance, and coordinating the collection of all receivables due in a timely manner.

Receptionist/Administrative Assistant

Angela’s is a member of the Santa Clara Pueblo. Her experience is in the area of direct customer service and her primary duties are to serve and greet our customers. She is also the Executive Director Assistant and the Receptionist and Cashier for the Housing Authority.






AGarciaAdrian Garcia

Facilities Coordinator

Adrian is a Tribal member and is a Certified Water Operator Level II.  Adrian’s responsibilities are to ensure SCPHA properties are functioning at the utmost level of satisfaction to our customers.  He is also in charge of the maintenance crew and serves as a Liaison with other Tribal programs.








JChavarriaJoseph Chavarria
Construction Specialist

Joseph is from Santa Clara Pueblo and is a Certified Journeyman Plumber and Water Distribution System Level I. Joseph oversees the SCPHA Elderly Emergency Rehab Program and has also worked with Santa Clara Pueblo Sanitation Department.

After School Programs & Recreation Activities

Robert is an enrolled member of Santa Clara Pueblo. He has been working and coaching kids for over 20 years and enjoys every minute of it. He works for the Santa Clara Day School as a Recreation Specialist and also coordinates the 21st Century After School Program. He has been working with housing for several years conducting tutoring and summer program activities for youth in Santa Clara Pueblo. Tutoring has been great as there is a new Learning Center that allows children to access the internet and keep up with the world. Summer activities are his favorite as they give children opportunities to socialize hang out with friends and exercise at same time.
