



MANAGEMENT & OPERATIONS
David Archuleta, Construction Manager
Mr. Archuleta joined SCPHA in 2000 and has overseen all of its new construction and rehabilitation projects. His successes include planning, design and building of 36 units of new housing and over 150 housing rehabilitation and improvement efforts throughout the Pueblo during that time. His work began as a laborer in the Masons' Union in the 1960s where he worked in new construction and rehabilitation on residential and commercial projects. He has over 30 years exxperience in local, state and national housing and commercial building codes, reading blueprints and other construction documents, and as a supervisor overseeing projects and all aspects of planning and building new facilities and substantial rehabilitation.
His work has ranged from assisting home buyers with small projects and teaching routine maintenance to oversight of the planning and construction of all rehabilitation and new projects.
He also successfully completes Environmental Reviews on all the Pueblo's rehabilitation and new construction projects. He oversees the construction process of all projects and reports directly to the Executive Director.
Stephanie Sisneros, Home Specialist
Ms. Sisneros has worked for SCPHA since 2000, as Secretary in its first three years and in her present position since 2003. She is responsible for payment collections, financial counseling, and conveyance process for all CAS units, home buyer orientation, housing applications and eligibility and verification of incomes. She reports directly to the Executive Director.
Among her areas of expertise are NAHASDA compliance, admission and occupancy policies and procedures, the legal implications of meeting CFR regulations, supervisory training, and office efficiency. She has participated in extensive specialized training in housing and budget counseling. This is particularly important, as she works closely with home buyers to assist them in all aspects of family financial planning and management. She helps coordinate SCPHA Housing Fairs for home buyers and owners which emphasize basic maintenance procedures to minimize deterioration.
Joyce Mondragon Cordova, Accounting Tech
Ms. Cordova has been with SCPHA since 2004. As the Accounting/Financial Specialist, Ms. Cordova overses SCPHA's day-to-day financial activities utilizing AccuFund, a fund and government accounting program. Her duties include Accounts Payable and Accounts Receivable, draw downs through the LOCCS system, preparing Monthly Financial Reports for the Executive Director and then for the presentation to the Board of Commissioners, Quarterly Reporting to HUD, taxes, payroll, tracking CAS Payments and MEPA Accounts, reconciling home buyer accounts and agency checking accounts, and overseeing cash receipt books and deposits. She assists other staff members with receiving payments, filing, telephone inquiries and works one-on-one with client families.
